What the RENTAL Act Does
🏛️ It Reforms Our Landlord & Tenant Laws – The RENTAL Act streamlines D.C.’s landlord and tenant court processes—cutting delays that now stretch up to two years. It restores fairness and efficiency to the courts, ensuring timely outcomes for both housing providers and tenants.

It Brings About Badly Needed TOPA Reforms
The RENTAL Act takes initial steps to modernize the Tenant Opportunity to Purchase Act (TOPA), which has long been cited as a major disincentive to investment in D.C.’s multifamily housing market. By clarifying eligible transactions and focusing TOPA on naturally occurring affordable housing, the bill begins to address longstanding barriers to housing growth and reinvestment.

It Restores ERAP to Its Original Purpose and Ends Abuse
Under the leadership of Mayor Bowser, the RENTAL Act includes essential reforms to the Emergency Rental Assistance Program (ERAP)—and the Council has already approved these critical provisions. We commend both the Mayor and the Council for taking decisive action to ensure ERAP delivers timely, targeted aid to those truly in need while ending the fraud and dysfunction that undermined the program.
